Broaden the focus. Remember what happened. Many newspapers keyed off the 60 minutes story and ran with it. The forgery guys figured this would add some spice if a newspaper also had received the docs.
You get the feeling the fraud was perpetrated by someone who knew how the MSM worked don't you.

The U.S. Attorney would be the logical person - the FBI works for him doing the investigation. The DOJ or Attorney General could also do it. This is for the federal crime, of course.
If a state crime of fraud, forgery, etc. has been committed, it would be investigated by the local police or state police, and charges brought either by the local state attorney or a grand jury.

He was accused of 18 counts of conspiracy, lying to a law enforcement officer, concealment and obstruction of justice. A little forgery couldn't hurt, huh? Hehehehe.
