Russian President Vladimir Putin announced initiatives Monday that would further strengthen the central government's control over the nation's political life.
He said the Kremlin should name regional governors, who would then be confirmed by local legislatures instead of being elected by a popular vote.
He also recommended changing the system of electing the country's lower house of parliament, the State Duma, to a purely proportional system.
That would eliminate the individual races that currently fill half the chamber's seats, and would further increase the clout of the pro-Kremlin faction and its allies that already enjoy an overwhelming majority.

Well- my library time is almost up. I wanted to post this before leaving.
Does anyone here follow "The Final Phase"? I'm not a member over there, but have been reading their forum off and on for several years.
I noted this line in a post by "BB7" made today- and it clicked with so much of what we have been discussing here.
Does anyone have any further information about this, links, etc.?

Osama adds weight to Afghan resistance

CHAMAN, near the Pakistan-Afghanistan border - Since the disintegration of the Taliban regime at the end of 2001, the Afghan resistance has endured, managing, if nothing else, to keep US-led occupying forces and the Afghan National Army engaged in small pockets.
But much bigger things are planned.
The Taliban are commanded from within Afghanistan by the likes of Taliban leader Mullah Omar, Jalaluddin Haqqani, Mullah Dadullah and Saifullah Mansoor. And significantly, according to Asia Times Online research, al-Qaeda leader Osama bin Laden and his deputy, Dr Ayman al-Zawahiri, along with other senior al-Qaeda figures, are no longer in Pakistan but orchestrating the Afghan resistance from within Afghanistan, remote from Pakistan's Inter-Services Intelligence and the US Federal Bureau of Investigation.

Iran Holds Military Exercises Near Border

TEHRAN, Iran - Hundreds of thousands of Iran's elite Revolutionary Guards began military maneuvers Sunday near the border with Iraq, with a top commander saying the exercise was designed to reinforce Iran's resolve to defend itself against "big powers."
Mohammed Bagher Zolqadr, a senior officer of the Revolutionary Guards, did not mention the United States by name but was clearly referring to America, which leads the multinational force in neighboring Iraq.
"Our country has constantly been threatened directly or indirectly by extra-regional forces and big powers ... . We are holding the exercises to show our resolve and (our) will to defend ourselves," he told state television.
Iran, which views the United States as an arch foe, is concerned about the U.S. military presence in Iraq, to the west of Iran, and in Afghanistan, to the east of Iran.
President Bush has described Iran as part of an "axis of evil," along with North Korean and Iraq under the ousted dictator Saddam Hussein.
Gen. Yahya Rahim Safavi, the chief of the Revolutionary Guards, told state radio that "hundreds of thousands" of troops were taking part in the nine-day maneuvers in western Iran.
The exercises would involve missiles, fighter aircraft and helicopters, Zolqadr said.
Since the end of the eight-year Iran-Iraq war in 1988, Iran has held a number of maneuvers each year to improve its military stamina and to test locally made equipment such as tanks, armored personnel carriers and missiles. The maneuvers are usually held near either the Iraqi border or the Afghan border.

[]AGHDAD, Iraq, Sept. 12 - In a series of tightly sequenced attacks, at least 25 Iraqis were killed by suicide car bombings and a barrage of missile and mortar fire in several neighborhoods across Baghdad on Sunday.
The attacks were the most widespread in months, seeming to demonstrate the growing power of the insurgency and heightening the sense of uncertainty and chaos in the capital at a time when American forces have already ceded control to insurgents in a number of cities outside of Baghdad.

Afghan Crowds Loot and Burn Over Governor's Dismissal

[]ERAT, Afghanistan, Sept. 12 - Violent demonstrators ransacked and burned at least four United Nations office compounds and a human rights office here on Sunday as they clashed with the national police and army in an angry protest at the removal of Gov. Ismail Khan by the central government.
Four people were killed and up to 50 wounded, most of them civilian demonstrators suffering from gunshot wounds, doctors at the provincial hospital said. Fifteen American soldiers and two national army soldiers were injured, mostly from stones and bricks hurled at them, said Anne Bodine, an American State Department official based in Herat.
The violence and extensive damage was a major blow to the central government of President Hamid Karzai, which had sent 1,000 soldiers and hundreds of national police officers to secure the area for the arrival of the new governor from Kabul. Now, with the Oct. 9 elections nearing, the United Nations' activities will be severely hampered in the whole western part of the country. . . .
The destruction in the protests on Sunday was the worst to occur in Afghanistan since Mr. Karzai took power as head of an interim administration more than two and a half years ago. The national police and army were unable to contain the demonstration or stop the looting.
About 60 United Nations and other foreign staff members took to their bunkers, and then had to be evacuated by United States soldiers to the American reconstruction teams' base in town, and then by helicopter to the airport where the Afghan Army units are based. Most foreigners will be evacuated Monday to Kabul, Ms. Bodine said.
Clashes with American soldiers near the Mowafaq Hotel were reported to be continuing at dusk. A witness said he saw protesters throwing Molotov cocktails at American troops, and one passer-by was shot.

You know, back in the old days such display would be designed to inflict fear into the hearts of potential opponents. However, now in the 21st century, this kind of exercise only permits our military intelligence to map out their C3CM, field operations, interservice coordination, etc., which will permit us to take their heads off quicker should the bovine excriment hit the rotating air mixer.

MISSION ORGANIZATION URGES PRAYERS AS IRAN DETAINS PENTECOSTAL LEADERS

SPRINGFIELD / TEHRAN (ANS) -- The mission organization of the world's largest Pentecostal denomination asked its supporters Monday, September 13, to pray for 10 church leaders in Iran who it said were arrested last week by Iranian security forces.
Springfield based U.S. Assemblies of God World Missions (AGWM) said it had been notified that the group was detained last week when a police raid interrupted a meeting of the Iran General Council of the Assemblies of God, reportedly in Karaj 20 miles (32 kilometers) west of the capital Tehran.
"Iranian brethren contacted AGWM to call the Body of Christ to prayer," said Mark Hausfeld, Area Director for AGWM's Central Eurasia Missions in a statement obtained by ASSIST News Service (ANS).
The Compass news agency reported earlier that initially 80 Pentecostal Christians were detained, blindfolded and separately interrogated by Iranian police late Thursday, September 9. While "most were released," the 10 leaders of Iran's Assemblies of God Executive Committee are still being held, added Hausfeld.
DETAINEES WELFARE UNKNOWN
He said his organization is "unsure of the detainees welfare" and that AGWM "is monitoring the situation while awaiting further word from experienced people concerning the best way to proceed."
Six ordained ministers were named among the prisoners, identified by their given names of Vartan, Soren, Harmik, George, Omid and Farhad. Another two men serving as pastors and two church elders were identified as Neshan, Hamid, Henry and Robert, Compass quoted Iranian sources as saying.
"This is the biggest crisis for evangelical believers in the country since three Protestant pastors were murdered 10 years ago," another unidentified Iranian Christian told Compass, which has close contacts with persecuted believers.
IRAN CALLED "THEOCRACY"
Human rights watchers have described Iran "as the worlds only theocracy," which forbids the activities of evangelical Christian citizens, closing down their churches and arresting known converts to Christianity.
Under Islamic law, apostates who leave Islam are subject to the death penalty.
Iran is one of the over 200 countries where AGWM claims to be represented by 4,000 people, including 1,900 appointed missionaries, 600 missionary associates and 1,500 missionary children. The Pentecostal denomination supporting AGWM has roughly 50 million members and adherents with 250,000 churches and preaching points worldwide, according to Assemblies of God estimates.

PORTLAND -- A bomb squad robot detonated a suspicious bag discovered Monday morning near Portland International Airport. The pull-type suitcase was found inside a secure area near the economy parking lot and the north runway.
As a precaution, the runway and a large portion of Marine Drive were closed. Air traffic was diverted onto PDX's other runways, and flights were not disrupted.
There was no secondary explosion when the robot blew up the suitcase at about 11:45 a.m. At noon, the machine was inspecting what was left of the bag.
The Federal Aviation Administration reopened the runway about noon, but Marine Drive remained closed between 122nd and 33rd avenues during the investigation.

You are entirely correct from the standpoint of conventional warfare. However, as it is the IRGC that is stirring the pot in Iraq with just a few thousand insurgents creating national instability (with several major cities in rebel hands), I would be prepared for them to leave behind their heavy equipment, and like Saddam's Fedayeen, put on civilian clothes and infiltrate into Iraq.
Look at what they are doing with what we believe to be no more than 10-20,000 (high end estimate) across the entirety of Iraq.
Now multiply that tenfold.
Never underestimate the enemy. They are not ten feet tall. But we have been fought to a standstill (Korea)and even beaten (Vietnam) by lesser men than these. Overwhelming military power can be overcome by the enemy if he uses asymmetric strategies. That is the whole idea behind terrorism or "unrestricted" warfare.
I just hope planners have learned from some of the glaring errors in the assumptions about Iraq. A small but well-organized and determined enemy with a plan (even if they are low-tech) can exploit our weaknesses (if we are not prepared).
It happened in the aftermath of Iraq (and the continuing war there).
And it happened on 9/11.
The Iraqi army was no match for us. So they wouldn't play our game and adopted terrorist strategies. Iran understands better than any the use of irregular warfare and terrorism to try to achieve strategic objectives.
There are a variety of Christians in Iran, just like there were in Iraq. Many of the Christians are leaving or have left Iraq. It's just a matter of time for Iran.

Well, why is he still allowed to do his "fund raising", run his "University", claim to have the very first Islamic shrine in America and on and on.
You have to go through hell and high water to get these asswipes investigated, the Feds could have all info on hand, backed-up docs, all the proof in the world and SIT on it. I cannot phantom why hundreds of them are still operating here when Bush said we are choking off their funds?!
