The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

This September 11 marks the third unforgettable anniversary of the worst mass murder in American history.

After September 11, many in the Muslim world chose denial and hallucination rather than face up to the sad fact that Muslims perpetrated the 9-11 terrorist acts and that we have an enormous problem with extremism and support for terrorism. Many Muslims, including religious leaders, and "intellectuals" blamed 9-11 on a Jewish conspiracy and went as far as fabricating a tale that 4000 Jews did not show up for work in the World Trade Center on 9-11. Yet others blamed 9-11 on an American right wing conspiracy or the U.S. Government which allegedly wanted an excuse to invade Iraq and "steal" Iraqi oil.

I had the same thought.

I haven't been able to access FR today until just now, but I've been looking into the new tape and reading up on it.

From all I've read, including the statement, it does suggest that the final code has been given to attack us.

US intelligence has "high confidence" Zawahiri tape authentic


WASHINGTON : CIA analysts have concluded that a taped message attributed to al-Qaeda number two Ayman al-Zawahiri is authentic, a US intelligence official said.

"There is high confidence that it is him, after a technical analysis," said the official who asked not to be identified.

In the message aired by al-Jazeera television, al-Zawahiri called on young Muslims to resist the "crusader campaign," but it also alluded to the mortality of al-Qaeda's leaders.

"Young Muslims, here is our message ... if we are killed or taken prisoner, continue the path (of resistance) after us. Don't betray God and his Prophet," said the voice attributed to be Zawahiri's.

Zawahiri, the right hand man of al-Qaeda leader Osama bin Laden, was last heard in a videotape broadcast by the Qatar-based news channel on September 9 in which he forecast a US defeat in Iraq and Afghanistan.

TIME exclusive: A new airport security system soon to be tested will rely on human judgment The most dangerous threat to commercial aviation is not so much the things bad people may be carrying, but the bad people themselves. That refrain heard constantly from airline security experts over the past three years appears to have finally been heeded by the Transportation Security Administration (TSA). Aviation sources tell TIME that the TSA plans to address the problem by launching its own passenger profiling system. The system known as SPOT (Screening of Passengers by Observation Techniques) relies more on the human dimension in detecting threats, and is to be tested at two northeastern airports starting later this month.

Brazil: 2 deaths Due to Hantavirus Infection Confirmed


On Thu 23 Sep 2004 the Epidemiologic Surveillance Unit of Ribeirao Proto confirmed 2 deaths due to hantavirus infection in the region. One of the cases occurred in Cravinhos, more than a month ago. The Secretary of
Health of the Municipality suspected that the case had been infected in the rural zone of Bonfim Paulista. In addition, there was a 2nd case identified from Jaboticabal in May 2004 who also died from hantavirus pulmonary syndrome. A 3rd case was reported in Batatais; this patient survived. The disease is transmitted by rodents and attacks the respiratory system.

[In summary; 3 cases of hantavirus pulmonary syndrome have occurred in this region since May 2004; 2 patients have died and a 3rd survived. It is not clear whether this reflects greater exposure to infection this year, or more efficient surveillance. Further information would be welcomed. -

New Hampshire: Dartmouth College Employee Contracts Hantavirus Infection


A Dartmouth College employee has tested positive for hantavirus, a
non-contagious but potentially fatal respiratory disease carried by
rodents, the College announced on Thu 30 Sep 2004. The male employee is
believed to have contracted the disease after a stay in a Dartmouth-owned
cabin in the Second College Grant in late August. If it is confirmed that
the patient has hantavirus, it will be the 1st such case in New Hampshire,
and one of the few confirmed cases in New England. The New Hampshire
Department of Health and Human Services has not provided Dartmouth College
with the man's name, according to Outdoor Programs director Andrew Harvard.
Harvard declined to provide The Dartmouth with records detailing who stayed
in the cabin during August.

The cabin where the patient stayed and 2 other cabins in the Hellgate area
of the Grant have been closed for decontamination at the recommendation of
the state's Public Health Department and the U.S. Centers for Disease
Control and Prevention. The patient had reported seeing mouse droppings in
the cabin and touching a blanket with droppings on it. The cabin was in use
when the suspected case of hantavirus was discovered, and the residents
were relocated on Wed 29 Sep 2004 to cabins south of the area. Dartmouth
officials are currently contacting the approximately 350 people who have
stayed in the cabins since they opened in May 2004. The cabins are
primarily used by Dartmouth alumni, employees and their guests, and it has
been determined that no students stayed at the cabins during the Dartmouth
Outing Club freshman trips in early September.

The virus is spread when the droppings, urine and saliva of infected
rodents are aerosolized and inhaled. The disease's primary carrier is the
deer mouse, according to the CDC. Harvard said the Outing Club attempts to
control rodent populations in cabins with poison, but that it is difficult
to keep mice out of cabins. "As anyone with experience in the outdoors
knows, the tug of war between cabin users and mice is constant in the
outdoors," said Harvard.

The symptoms of hantavirus infection, which 1st appeared in the southwest
United States in 1993, generally appear approximately 2 weeks after contact
with the virus and can include fever, chills and vomiting. Extreme cases of
the virus can escalate into hantavirus pulmonary syndrome, which may result
in respiratory failure and death. No cure, vaccine, or treatment for the
disease currently exist, but early referral to an intensive care unit can
alleviate respiratory distress caused by the disease, according to the CDC.

The next steps of the inquiry depend on the outcome of the CDC's
investigation, said Harvard, but an assessment of other cabins in the Grant
is expected and Dartmouth will continue to work closely with State and
Federal Health Officials while monitoring the case. "We want to respond
very quickly to suggestions from the CDC and respond to needs of the
Dartmouth community," said Harvard. "Paramount concern is that there is a
new health risk in the area and [we] want to manage it and control it."

Health officials say they don't expect an outbreak in New Hampshire. "It's
a rare disease in the United States, and this is the 1st time its been seen
in the area," said Rachel Plotinsky, an epidemiologist for the New
Hampshire Department of Health and Human Services. "I wouldn't imagine it's
something we'll see too often."

[This is the 1st recorded case of hantavirus infection in New Hampshire.
Since the virus was discovered in the southeast of the United States in
1993, a total of 379 cases of hantavirus pulmonary syndrome has been

Most cases have occurred in southeastern and western states, with 8 states

to this report no case has been reported in Maine or New Hampshire. - Mod.CP]

California: 1st 2 Cases of Hantavirus Infection in San Diego County


The rare and deadly disease, hantavirus pulmonary syndrome, has struck for
the 2nd time in San Diego County, public officials said on Fri 1 Oct 2004.
County officials said a 65-year-old San Diego man had become the 2nd person
to contract the disease locally.

Environmental health workers had found evidence of hantavirus in rodents in
some parts of the county in previous years. But no human cases had been
recorded in the county until this year. County Public Health Officer Dr.
Nancy Bowen said the man was "surviving," but that she could not give any
other information about him. In June a 32-year-old woman became the 1st
person to contract the disease in the county; she has since recovered.

The virus is carried in the feces, urine and saliva of rodents, deer mice
in particular, and is typically spread to humans when they breathe in the
infected matter after it dries into dust. Health officials say the virus
may also be spread by touching the mouth and nose after handling infected
rodents or contaminated objects.

County officials said the man was believed to have contracted the disease
in the Laguna Mountains in East County. Bowen said county environmental
health crews planned to begin testing for evidence of the virus in the
areas around where the man is believed to have been exposed, and that the
presence of the disease in the county was not to be taken lightly.

Hantavirus pulmonary syndrome kills 36 percent of all people who contract
the virus, according to the National Centers for Disease Control and
Prevention in Atlanta. Bowen said the 1st signs of the disease are, like
many other viral infections, similar to the flu: tiredness, fever and
muscle aches. But they also may include headache, dizziness, chills,
nausea, vomiting, diarrhea and abdominal pain. People in the later stages
of the disease will experience coughing, shortness of breath progressing to
severe difficulty in breathing -- and sometimes death.

The disease cannot be spread from person to person. Bowen said people are
most likely to contract the disease when cleaning around areas where
infected rodents have been. People stir up the infected particles into the
air and breathe them in. Because of that, Bowen said, people who live or
play in areas where rodents live should take extra care when cleaning. She
said people should wet down areas they're cleaning, and use bleach to
disinfect. CDC officials also recommend that people seal up holes in their
homes and to set traps to kill the mice. "Precautions really need to be
taken when you are cleaning up unused buildings or cabins out in rural
areas where deer mice are," Bowen said.

Al Qaeda seeks tie to local gangs

A top al Qaeda lieutenant has met with leaders of a violent Salvadoran criminal gang with roots in Mexico and the United States — including a stronghold in the Washington area — in an effort by the terrorist network to seek help infiltrating the U.S.-Mexico border, law enforcement authorities said. Adnan G. El Shukrijumah, a key al Qaeda cell leader for whom the U.S. government has offered a $5 million reward, was spotted in July in Honduras meeting with leaders of El Salvador's notorious Mara Salvatrucha gang, which immigration officials said has smuggled hundreds of Central and South Americans — mostly gang members — into the United States. Although they are actively involved in alien, drug and weapons smuggling, Mara Salvatrucha members in America also have been tied to numerous killings, robberies, burglaries, carjackings, extortions, rapes and aggravated assaults — including at least seven killings in Virginia and a machete attack on a 16-year-old in Alexandria that severely mutilated his hands. The Salvadoran gang, known to law enforcement authorities as MS-13 because many members identify themselves with tattoos of the number 13, is thought to have established a major smuggling center in Matamoros, Mexico, just south of Brownsville, Texas, from where it has arranged to bring illegal aliens from countries other than Mexico into the United States. Authorities said al Qaeda terrorists hope to take advantage of a lack of detention space within the Department of Homeland Security that has forced immigration officials to release non-Mexican illegal aliens back into the United States, rather than return them to their home countries. Less than 15 percent of those released appear for immigration hearings. Nearly 60,000 illegal aliens designated as other-than-Mexican, or OTMs, were detained last year along the U.S.-Mexico border. El Shukrijumah, born in Saudi Arabia but thought to be a Yemen national, was spotted in Tegucigalpa, Honduras, in July, having crossed the border illegally from Nicaragua after a stay in Panama. U.S. authorities said al Qaeda operatives have been in Tegucigalpa planning attacks against British, Spanish and U.S. embassies. Known to carry passports from Saudi Arabia, Trinidad, Guyana and Canada, El Shukrijumah had sought meetings with the Mara Salvatrucha gang leaders who control alien-smuggling routes through Mexico and into the United States. El Shukrijumah, 29, who authorities said was in Canada last year looking for nuclear material for a so-called "dirty bomb" and reportedly has family members in Guyana, was named in a March 2003 material-witness arrest warrant by federal prosecutors in Northern Virginia, where U.S. Attorney Paul J. McNulty said he is sought in connection with potential terrorist threats against the United States. A former southern Florida resident and pilot thought to have helped plan the September 11 attacks, El Shukrijumah was among seven suspected al Qaeda operatives identified in May by Attorney General John Ashcroft as being involved in plans to strike new targets in the United States. Citing "credible intelligence from multiple sources," Mr. Ashcroft said at the time that El Shukrijumah posed "a clear and present danger to America." In August, an FBI alert described him as "armed and dangerous" and a major threat to homeland security. Earlier this month, Mr. Ashcroft confirmed that U.S. border agents and inspectors had ramped up efforts to find El Shukrijumah amid reports that the al Qaeda leader was thought to be seeking entry routes into the United States along the U.S.-Mexico border. Mr. Ashcroft noted that increased enforcement efforts were under way in the wake of a rise of arrests of border jumpers from Afghanistan, Indonesia, Iran, Iraq, Jordan, Pakistan, the Philippines, Saudi Arabia and Syria. Authorities said Mara Salvatrucha gang members moved into the Los Angeles area in the 1980s and developed a reputation for being organized and extremely violent. The gang since has expanded into the Washington area, including Virginia and Maryland, and into Oregon, Alaska, Texas, Nevada, Utah, Oklahoma, Illinois, Michigan, New York, Georgia and Florida. More than 3,000 Mara Salvatrucha gang members are thought to be in the Washington area, with a major operation in Northern Virginia. Other gang centers, authorities said, include Montgomery and Prince George's counties and the Hispanic neighborhoods of Washington. Mr. McNulty, whose office has prosecuted Mara Salvatrucha gang members, has described the organization as the "gang of greatest interest" to law enforcement authorities. He said gang members are recruited predominantly from Hispanic communities and typically among juveniles, some as young as 13. Recruits are "jumped" into the gang by being beaten by members while others count to 13, he said. Gang rules, he said, are indoctrinated into new recruits and ruthlessly enforced. Those who cooperate with law enforcement are given the "green light," he said, meaning that the gang had approved their killing. In March, the Los Angeles City Attorney's Office filed an injunction against Mara Salvatrucha, charging that the gang's criminal activity constituted a "public nuisance" based on the number of killings, robberies and drug crimes. A police raid in Iberia Parish Thursday morning turned up drugs, numerous pipe bombs and a 14-month-old baby, which was lying less than 20 feet from the explosives.
