Even the 9/11 Commission mentioned in their report that Chechens were part of the global terrorists.
Big mistake (one of dozens) by the State Department.
And since when do we negotiate with terrorists or recommend that others do the same.

This is for the same reason that we are working to rebuild Iraq. The Bush administration is not into the "kill 'em all and let God sort it out" philosophy.
Not everyone in Iraq or Chechnya is a terrorist. The administration recognizes that and works, using diplomacy, to try to fix things.
Much as many hate it, President Bush has often said that he respects Islam as a religion. He's not into slaughtering all Muslims simply because one group claiming that religion are terrorists.
I can't imagine why anyone would be surprised at this story.

These terrorists could care less about Chechnya. They want to control all of the former Soviet Union's Muslim-dominated areas, and turn it into a super state with nuclear weapons. They are just using Chechnya as their cover. Wake up State Department!

That is, he said, ultimately "there must be a political settlement" over Chechnya.Sounds like to me the State Dept. is letting the Russians know in a diplomatic way that if the Russians want our support, it better be a two way street.
