This is for the same reason that we are working to rebuild Iraq. The Bush administration is not into the "kill 'em all and let God sort it out" philosophy.
Not everyone in Iraq or Chechnya is a terrorist. The administration recognizes that and works, using diplomacy, to try to fix things.
Much as many hate it, President Bush has often said that he respects Islam as a religion. He's not into slaughtering all Muslims simply because one group claiming that religion are terrorists.

President Bush is mistaken. There is no diplomacy which can deal with child murderers. The murderous scum terrorists were orded to kill the children by the leader of the Chenyan 'rebels'. Really, this enlightened policy has been a total flop in Iraq. The Islamacists hide in Mosques and kill American soldiers. They peceive us as weak and are paying us back in blood-the blood of American soldiers as well as other innocents. We ought to go after the terrorists with a vengeance. The only way to bring peace in Iraq or Chechnya for that matter is to kill the Islamic terrorists. I believe unless President Bush realizes that we have a war in Iraq and wages it mightily, he may very well lose this election. It is all very well to talk about Iraq as if it is stabalizing, but it's not. This is the truth. If we had been as sensitve in Germany, we would have lost the peace in the 1940's.
Well, your first mistake would be to expect rational responses from the "kill 'em all" crowd.
Your second mistake flows from your first: there is no need to address the underlying problem through diplomacy, if one side of the equation is entirely dead.
I will note that the centuries of ugly history between Chechens and Russians will make a diplomatic solution very difficult, if not impossible. Of course, the alternative (war) has already been tried, and is currently being tried, without notable success.... So diplomacy certainly can't make it any worse than it is.
