WASHINGTON AP) - The Bush administration differed Tuesday with Russian President Vladimir Putin and said that only a political settlement could end the crisis between Russia and the breakaway region of Chechnya.
The administration also left open the possibility of U.S. meetings with Chechens who are not linked to terrorists.
Secretary of State Colin Powell and Deputy Secretary Richard Armitage signed a book of condolences at the Russian Embassy over the deaths of at least 330 people, most of them children, during a hostage-taking last week at a school in the southern city of Beslan.

I saw a captured terrorists...he was Chechnyan. There is no doubt Chechnyans were among those that murdered the children. By all reports, the killings were ordered by the leader of the Chechnyan rebels. There were Arabs among the Chechnyan terrorists (They were all Islamic). However, these people train in and are in Chechnnya as we speak.

We'll have to watch and see what happens. One poster thought this was the Administration's way of saying "if you want us to support you, then you need to start supporting us". I guess that's a possibility, too. Also, this is the AP, so I hesitate to trust any of it. Going into a rage over something the AP says is often a waste of good rage.
I certainly agree with that.
My intital reaction was the same: Outrage at the State Dept.

And how do you "tell" Chechnya something? It's a region, not a person. The problem here is that you're assuming that the Chechens as a whole can "turn over" anyone. They cannot. As usual, it's a small segment of the population that's doing the terrorism, in alignment with terrorists from outside the region. Telling "Chechnya" to do anything is like telling your car to start when you've forgotten your keys. It will have no effect.
The WOT is an extremely tough war to fight. There's no identifiable central leadership to destroy. There's no central location to attack. There are no bases, airfields, or any other such definable places in which to find the enemy.
Some here suggest that we just raze the entire region. But, the region is full of all sorts of people, most of whom just want to go about their business of getting their VERY modest living. So, what do you do? Blow up entire cities because there are terrorists there? I guess not.
We're facing the same problem in Iraq and Afghanistan. You cannot simply dismiss collateral damage and nuke the area. It's a difficult thing, fighting an essentially guerilla war. It always has been, and always will be. Such wars are seldom won. They just peter out.

The State Department can't make a move like this without the President's knowledge and consent. He appointed the department heads. As for negotiating with terrorists what do you call what we did with Sadr? Hell he is running in their national elections when just last month we had an arrest warrant out on him for murder. WTF!
