Lots of tech considerations to evaluate per new and improved E-Weapons that are non lethal. Lots of potential to render both tango and hostage senseless long enough to either remove the hostages or pop the terrorists....... The potential for a pressure release switched IED is a item still on the dunno list...... SWAG in progress.

Most of the knock-out schemes I've seen (gases, etc) that will knock out a 180# man in an instant will kill 80# children. And as we use them, terrorists will adapt with pressure-release "dead man" switches as SOP.
We're going to have to accept casualties, period.
