I have a radio shack PRO-95. The only thing it is missing is the military aircraft band. But my base station scanner , a PRO 2052, has that. But if the power goes out my only alternate power source for the base scanner is my car. The handheld is good for about 36 hours on a set of duracells (4 AA). I buy them in bulk from Costco.

I already have a PRO-95. My wife works as a police/fire/ems/911 dispatcher for our local police department. We are both licensed hams too.
