The main reason Bush waited to react is that EVERYONE believed that the first plane to hit the WTC was a freakish accident. It was only after the second plane hit that everyone then knew it was a coordinated and deliberate attack.
KERRY'S PLAYING POLITICS WITH 9-11. This man (I use the term advisedly) is about as reprehensible as one gets in politics.

Yes. Kerry would likley have excused himself, then inflicted a flesh wound upon himself, then put in for a purple heart and requested an immediate transfer to a country less likely to be attacked.Nah, he would have leaped up and ran to the nearest TV camera (he IS quite skilled at that) and announced that, since John Kerry served in Vietnam, whoever did this should be really, REALLY scared.

IIRC, they also needed time to set up communications. There was no need to rush out of the room as there was nothing yet to rush to.
