We were speculating on the number of frames and time of the video. Knowing that it was PAL vs SECAM vs NTSC was sufficient to clarify the frame rate at 25 FPS. NTSC runs at 30 FPS.

Finding the video inside a ZIP file protected the creation date. Often, the date on a file reflects the time it was last copied e.g. an FTP download to the local disk. The March 26, 2004 timestamp reflects activity shortly after the Madrid bombing. It is not recent.
