Chicago, IL, Jul. 23 (UPI) -- Chicago's state-of-the-art emergency communications center is running on normal power a day after an electrical glitch knocked out 911 service.
Calls were switched to the city's non-emergency 311 call center Thursday afternoon while authorities scrambled to determine what happened on a day when President George W. Bush was in the Chicago area for a speech about homeland security.
The outage lasted about an hour. Ron Huberman, director of the city's Office of Emergency Communications, said no calls were missed.
Huberman said a mechanical failure overheated a switch that should have automatically flipped to backup power.
The public was told to continue dialing 911 to report emergencies. The high-tech $217 million communications center receives about 18,000 calls a day.
Commonwealth Edison said the outage was not caused by Wednesday's rainstorm that blacked out more than 200,000 customers on the South Side and in the southwest suburbs.

Update: Verizon network upgrade blamed for 911 service outages

A Verizon network system upgrade is responsible for the 911 outage experienced throughout the 757 area code Friday. According to company spokesman Harry Mitchell, Verizon was making the upgrade about 3:00 a.m. Friday when the trunk lines serving 911 centers went down. All other phone service is functioning.
Callers trying to dial 911 across eastern Virginia on Friday were unable to get through.
Verizon said that the 911 system was down for police and emergency departments in much of the region covered by the 757 area code. Problems have been reported in most Hampton Roads cities and counties.
"We're concentrating on finding and fixing the problem," said Mitchell.
The problems may be affecting only some callers, and some 911 calls are getting through.
However, Verion advises customers who have to report an emergency to dial the backup numbers until 911 dialing is restored in full:

Lawmaker Wants Probe Of Manhole Blast
Teen Remains In Critical Condition

NATICK, Mass. -- The head of a legislative committee that oversees utilities says his panel plans to investigate NStar. This following a manhole explosion in Natick that seriously injured a Holliston, Mass., teen.
Representative Dan Bosley of North Adams, Mass., said he's asking NStar to turn over its maintenance and budget records. Bosley -- who chairs the government regulations committee -- told the MetroWest Daily News that he also wants the utility to report directly to his committee about Tuesday's accident.
The explosion sent a manhole cover crashing through the windshield of a car in which Eric Brack, 18, was riding with his father. Brack remains in critical condition at Massachusetts General Hospital.
Bosley is also citing other recent incidents involving N-Star, including the electrocution of a dog who stepped on an underground "hot spot" in Boston.
