Can't get the sheeple in a panic, now can we? In all seriousness, they are probably afraid of the "Boy Who Cried Wolf" syndrome. Raise the level enough times and nothing happens, then people will start ignoring it.
They won't raise the threat level, as the liberal,commie, democrats go into orbit.
If you listen to a 'other view' radio talk show, you will be amazed at the reaction of that crowd. Or at least I am.
People burned out on the raised levels and it has been pretty well decided to be a wasted effort, by the general public.
