This kid is way too bright (Georgetown student) to waste his time outside in the heat getting sprayed with anything. He's going to be inside the RAT convention angling for position in an influential RAT office. The kid reminds me of Josh Lymon or Sam Seaborn from "The West Wing." Bright eyed idealism and a yen for POWER.
