Apparently the condition of the Iron Lady is such that she CAN speak and get about and so forth, but at her own pace.
Thus, while she will appear, and has prepared a videotaped eulogy, she would risk another stroke if she attempted to deliver that eulogy live.

Yes, I remember that day very well. Me, too. Was walking to the bus stop from my job in downtown Seattle, and went past the Republican HQ. They were deleriously happy! Went home to vote, and got the rest of the news that night.
Next day, only my buddy Al and I were happy, everybody else in the office was in a blue funk...
