Maybe someone else has suggested this further down the line. I'm still catching up, but I'll reply anyhow. I think the word you are looking for is; SONDERKIND or SONDERKINDER. Sonder means special. Relatively minor mechanical failures are not really uncommon. And, given the height, can cause some real concern. Brakes, I think, have caught fire before.
But I may be mixing up systems in my mind. Part of the MRT system in Taipei is a trouble plagued French rubber tired system that runs on an elevated guideway. It's not a monorail but has some similarities in that it runs on a concrete guideway and rubber tires. And there have been several, maybe many break fires and complications there.
There's no tunnels on the Seattle system. It's actually a very short run from the Science Center to downtown. It was intended to be a demonstration system to try and sell the technology to cities and governments at the 1962 fair.
I think the upper left structure in the pic is a very strange sort of archetectural feature of a nearby building.
