Kerry Bronze Star Certificate signature questioned. Investigation warranted?

How come the paperwork on Kerry's Bronze Star Award is signed by John Lehman, Sec. of the Navy????
In addition, the date Lehman (supposedly) signed it is not on the document.
Did Kerry not get the award when Chaffee was Secretary of the Navy? If not, why not?
Did Kerry get the award 15 years late?
Or is the paperwork a "sham" and somebody made a big booboo?
I'll post the document as soon as I find it again. Maybe somebody here has it bookmarked? And, if there's already been a thread on this that I missed....please direct me to the proper thread.

(Unless, you see, Kerry threw his CITATION over the White House fence (instead of his medals!) and needed to get new copies made when Lehmann was Sec Navy under Reagan....)

As I posted earlier. Even if Kerry destroyed the original citation and needed a replacement, Lehman would not, could not, sign a new citation for Kerry. There would have been a copy of the original, signed by Chafee, in Kerry's records on file at the National Personnel Records Center in St. Louis, MO. And Chafee would have been the one required to sign the citation as it was during Chafee's shift that the medal was "awarded".

No.
That's probably a picture of Kerry standing back in New York (in his full "admiral's aide" regalia" - Notice the shoulder epaulet!)
He (Kerry) was released from active duty about two years EARLY form this job to go run for Congress in Mass. a few weeks later. Makes sense: he got his medals (backposted from Vietnam tour) and his picture getting pinned by an admiral ...
Now he can finally get rid of the Navy and go into politics following Kennedy's star in Mass.!
The admiral photo'ed is almost certainly his last boss.
The Sec of Navy is a civilian position: Neither Chaffee nor Lehman would EVER be in uniform!

I put this in breaking news but the mods pulled it, moondogie did a good job on this and velveeta put the icing on the cake. Sometimes I wish the mods would take a little more time to actualy read what is being posted, FReeper are the best and this is some good detective work.
