As I posted earlier. Even if Kerry destroyed the original citation and needed a replacement, Lehman would not, could not, sign a new citation for Kerry. There would have been a copy of the original, signed by Chafee, in Kerry's records on file at the National Personnel Records Center in St. Louis, MO. And Chafee would have been the one required to sign the citation as it was during Chafee's shift that the medal was "awarded".
