I think "Multicultural" is the radio statio or representative, like "multicutural broadcasting" or something.

From the context, I think "Multicultural" is the name of a broadcasting company. It probably owns a number of foreign language radio stations. The station in Chicago is Spanish, and the one in LA is Korean.
