From the context, I think "Multicultural" is the name of a broadcasting company. It probably owns a number of foreign language radio stations. The station in Chicago is Spanish, and the one in LA is Korean.

The ex-Air America station, KBLA 1580, in LA is a 50,000 watt station. This is more than one watt per listener.

The cultural elite know what's best for the multiculturalists, naturally, and will probably promise to buy lots of indigenous art to decorate their mansions and high-rise offices if the multiculturalists will just stay in line and change the locks back on the old radio shack.
