In Iraq, despite 12 years of diplomacy, dozens of resolutions, hundreds of UN inspectors, thousands of fly zone violations, Saddam refused to comply with his 1991 Cease Fire terms.
In 1992, the US Congress voted overwhelming to use force in Iraq. Going through the whole thing...
