Senator Barbara Boxer's amendment to the Gun Manufacturers Liability Bill (still pending) has passed.
Her amendment mandates (according to what was stated during debate) that guns MUST, by force of Federal Law, be locked when stored in a home.
If you don't properly lock your guns, you pay $2,500 fine and lose your right to own firearms.

How is this different than the trigger locks that are sold with guns today? Is this saying they have to be built in? The amendment directs the Consumer Product Safety Commission to establish a consumer product safety standard for locking devices.

But I keep a gun in my bedroom... dammit, keep the government out of the bedroom! But, is it a same-sex gun? You do realize that "special" rights only accrue to "special" classes, don't you?
As luck would have it, I'm out of luck. You see, I'm a male, but my firearm is of the female... "configuration". Now, the ammunition it uses is of the "male"-type, but I don't see any reference to ammunition in this legislation.

Why is this a problem?Because this is not "commerce among the several states". It is, in nearly all cases, commerce between you and your local gun dealer.
When you have incontrovertible proof that the metal (and the ore the metal came from), screws, plastic, machine tools, bluing compound, smelter, Parkerizing equipment, skilled workers, trucks, mail service, telephone service, electrical service, gas service, etc. that comprise and/or are needed to manufacture a firearm all come from the same state, then you might have a valid beef. Realistically, some part of every manufactured product originates either directly or indirectly in "the several states". No man is an island, nor is any manufacturer.

Why don't civilans have the same rights to sue those who are indirectly responsible for their suffering?
Please no lectures on "the police are civilians", because when laws like this see light of day, that is clearly no longer the case.

Try 106th Congress S.254 (Violent and Repeat Juvenile Offender Accountability and Rehabilitation Act of 1999)Title X (Safe Handgun Storage and Child Handgun Safety Act of 1999). Not sure that's it, but it seems to be. As usual, they don't put everything in one place, but bill would have required a " a secure gun storage or safety device", as described in section 921(a)(35) of this chapter, for that handgun. Still looking for the definition. Devil in the details .... All I could find was current law, which 921(a)(34) provideds: 34) The term ''secure gun storage or safety device'' means - (A) a device that, when installed on a firearm, is designed to prevent the firearm from being operated without first deactivating the device; (B) a device incorporated into the design of the firearm that is designed to prevent the operation of the firearm by anyone not having access to the device; or (C) a safe, gun safe, gun case, lock box, or other device that is designed to be or can be used to store a firearm and that is designed to be unlocked only by means of a key, a combination, or other similar means.

The U.S. Senate voted 70-27 to require gun manufacturers such as Smith & Wesson Holding Corp. and Sturm, Ruger & Co. Inc. to sell to equip all handguns with child-safety locks. So both the AP and Bloomberg reports read as if the safety lock must be part of the handgun, which would mean that all guns without them will have to be redesigned, and good luck getting the CPSC to approve the design. We really need to see the text of this turkey.
