Interesting question.
It's often been suggested that AQ purchased radioactive material from the Russian "Black Market"...i.e. the good Russian government had nothing to do with it, rather, the fault lies with scientists and criminals out to make a ruble.
Now, the same is being said of the Iranian nuke material. It also appears to have properties leading to it being acquired in Russia---but once again, the criminal/black market excuse given.
The more I read, the more I come to believe that Russia knew exactly what Iran and AQ were up to.
So if a nuke- of whatever type- goes off here, aren't they partially complicit?

I just posted an article I found in the Spanish press that might give folks a little insight into how al Qaeda works (or worked, at least). The general plan seems to be drawn up well in advance, but the final details are only decided at the last minute.

The good Russian Government is? Are you speaking of President Vladimir Putin of Russia?
Is this the Good Government that....
- Is retaining Cold War-era military outposts in Georgia, Armenia, Tajikistan, Moldova and Kazakhstan, a radar post in Azerbaijan and a military missile- and rocket-launching pad in Kazakhstan?
- Or is it the Good Government that is stalling on withdrawing troops stationed in Moldova and Georgia, where Moscow stands accused of aiding pro-Russia separatist movements?
- Or opened an air base Oct. 23, 2003 in the Kyrgyzstan town of Kant. (side note: the base is a short drive from a major new U.S. military base at Manas.)?
***Side Note About This Base from Stephen Blank***, an instructor at the Strategic Studies Institute at the U.S. Army War College, in a recent analysis:
"Since Russia is not fighting anyone in Central Asia and cannot spare troops to defend this base's perimeter, it looks more like an attempt to show the flag and counter the American presence," Mr. Blank noted.
- Or is it the Good Government that just tried to launch an ICBM missile during an UNneeded, UNtimely Nuclear War Excercise in the middle of a war?
