Arafat: Fence prevents PA state; Rage day declared
Jerusalem Post ^ | Feb. 23, 2004 | KHALED ABU TOAMEH

Posted on 02/23/2004 1:10:17 PM PST by yonif

Palestinian Authority Chairman Yasser Arafat urged Palestinians on Monday to "make their voices heard" against Israel's separation barrier, as the world court was holding a first day of hearings on the legality of the partition.

"The wall that Israel is constructing is meant to prevent the establishment of an independent Palestinian State, with Jerusalem as its capital," Arafat said.

An hour before the opening of the hearings at the International Court of Justice at The Hague, the Palestinian leader said, "We announce today to the whole world: The apartheid wall turns our towns into jails, our people to prisoners."

Calling on Israelis to join the international objection to the fence, Arafat warned, "the 'settlement wall' will not bring security nor peace to the region,"

Arafat also accused Israel of preventing Palestinians - Muslim and Christians - from visiting their respective holy sites. "Jerusalem is being separated from us, the holy city were Christ lived and died, where the prophet Mohammad ascended to heaven for his famous night journey.

"Hebron as well is being separated by the wall, so we cannot reach the holy Abraham mosque," Arafat added.

Arafat spoke of the international objection to the security fence, mentioning Pope John Paul II condemnation of the fence. "This is not the way to achieve true peace between Palestinians and Israelis," he concluded.

In his speech, broadcast from his West Bank headquarters, Arafat urged his people to "make their voices heard against this wall of expansion and annexation."

PA declares day of "rage"

The Palestinian Authority has declared Monday a day of "rage and protest" against the security fence, calling on Palestinians to stage rallies and demonstrations in the West Bank, Gaza Strip, and Jerusalem.

PA Chairman Yasser Arafat is to deliver a speech timed to coincide with the opening of the International Court of Justice hearing in The Hague. After the speech, sirens will be sounded, church bells will ring, and all traffic will come to a standstill for five minutes to be followed by a one-hour general strike.

Arafat and the PA leadership were visibly embarrassed by Sunday's suicide attack in Jerusalem, which took place on the eve of the court hearing. PA officials said the timing of the bombing was extremely harmful to the interests of the Palestinians and could weaken their argument against the security fence.

The embarrassment was exacerbated by the fact that the attack was claimed by Fatah's armed wing, the Aksa Martyrs Brigades. Arafat chaired an urgent meeting of the PA National Security Council to discuss the repercussions of the attack.

The council strongly condemned the attack, saying it has ordered the PA security forces to pursue the perpetrators of "this dangerous operation and to bring them to trial as quickly as possible." The council also decided to place all the PA security forces in the West Bank on high alert "to confront all those who seek to harm the higher national interests of the Palestinian people."

Over the past few months, however, the council has taken similar decisions in the past few months, but no serious effort has been made to enforce law and order and put an end to the state of anarchy in Palestinian cities and villages.

"The PA views with full seriousness this deliberate operation on the eve of the court hearing in The Hague and amid this international campaign in support of Palestinian rights," said a statement issued by Arafat's office. "The PA leadership, which cannot remain idle in the face of this deliberate sabotaging of Palestinian interests, calls for an immediate cease-fire."

PA Prime Minister Ahmed Qurei issued a statement stressing that the interests of the Palestinians necessitate an end to such attacks, "which give Israel an excuse to continue with the construction of the expansionist and annexationist fence and assassinations."

Qurei said he was especially angered by the timing and location of the suicide attack. "This is an attempt to disrupt the huge mission in The Hague," he said.

"The timing and location of this attack are a mistake and we are absolutely against targeting civilians."

A PA official in Ramallah described as "disastrous" the fact that Fatah, the largest PLO faction headed by Arafat, was behind Sunday's terrorist attack. "The attack is an indication that some of our brothers in Fatah are working against the interests of our people," he said. "Those behind the attack want to embarrass President Arafat and the entire Palestinian leadership at a crucial moment."

In Jenin, scores of Fatah gunmen took to the streets upon hearing about the Jerusalem bombing, firing shots into the air in an expression of joy. Chanting slogans in praise of the suicide bomber, the gunmen and some merchants distributed sweets to passersby.

>>> Hey, there's something I agree with.

I agree as well. When was the last time that Palestinians did ANYTHING to deserve their own state? Palestinians have shown only one thing: they are a bunch of terrorists. That sounds like a fine basis for any new nation. Let's rebuild the Temple and get on with it.

If the Muslims wanted to help their people, they would schedule a day of love, compassion, and forgiveness. Their societies would immediately take a huge upturn...

Sometime in the not-too-distant future our government will need to start putting heavy pressure on the Saudis, Jordanians, Egyptians and Syrians to resolve this Palestinian issue. It is the policies of these governments that have caged the Palestinians in their rancid camps for the past 50+ years and created the festering mess that fuels this endless conflict. I hope that this is part of the overall plan for the region in the war on Islamofascist terrorists. Certainly to leave the issue unaddressed is to simply ensure continuing terrorism and not just against Israel.

Of course you are correct about suicide bombers/terrorist etc. Keep in mind that the arabs have no legal army/weapons. Don't get me wrong I think their acts are deplorable, I wonder however if they would attack civilian targets if the palying field were leveled a bit.

You are also correct that my equating Sharon and Arafat is off base, I'm just frustrated by a situation that seems to have no end and yet we continue to sink massive amounts of money into this situation. Not sure what the solution is, actually the idea of a wall seems like a probable solution that would at least end the violent cycle of suicide terror attack then israel army retribution.

Would be interested to hear others thoughts on a solution

If Muslims wanted to help their people they would stop worshiping the word of a terrorist. I am referring to Mohammad. Muslims need to convert to a religion of peace. Then they may have the moral basis to be part of civilization. Until then, they can stay in the stone-age.

The fence, is working.

Exactly, the PA is watching their ability to terrorize and propagandize slowly dismantled. With every panel, every foot of fencing their ability to murder and thus the only thing giving their wretched lives meaning is diminished.

The more they scream and rage the more I am convinced Israel is on the right path. Good fences make good neighbors, well at least less dangerous ones.

"Keep in mind that the arabs have no legal army/weapons"

Yeah, and thank goodness.

But this does not justify bombing civilians. I think we agree there.

My solution, I better not post it here.

But we could start by forcing the world to be fair to Israel or STHU. None of us would put up with their(pals)crap for a minute.

You have a right to your opinion, of course. I see Israel as a major ally on the WOT, and as fighting the same thugs who caused 9-11.

The Palestinians made me their eternal enemy when they danced in the streets over the deaths of our men, women, and children.

I believe what you are talking about are violations of UN resolutions, not UN mandates.

Resolutions of the General Assembly are merely recommendations. Security Council actions are too. There is no force of law to any UN resolution, and Israel cannot be accused of anything more than deciding that the resolution is not in Israel's national interest.

Resolutions of the Security Council are of two types, falling under either: Chapter VII, dealing with "Threats to Peace, Breaches of the Peace and Acts of Aggression", resolutions that require compliance by the subject nation and carry the threat of force that may be used to compel compliance, or Chapter VI, dealing with "Pacific Resolution of Disputes", resolutions that are meant to be implemented through negotiation or other voluntary means. The article by Dore Gold, "Baseless Comparisons: UN Security Council Resolutions on Iraq and Israel ", explains the difference between Chapter VI and Chapter VII resolutions of the UN and the fact that Israel has never been subject to a Chapter VII resolution.

It sounds bad to say that Israel has "violated UN resolutions," but it's completely meaningless once you udnerstand that a UN resolution is merely a recommendation and does not carry the force of law.

True. Israel does not want terrorist attacks at any of these sites. Arafat will still look for soft targets.

There must be a reason he is still alive but I can't put my finger on it. It smells like blackmail.

How about turning your Rage Days into Productivity Days? Maybe then you wouldn't have 10 times as many people as Israel but just 1/100 of its gross national product. Idiots.

I think that every man today knows that a human, nor a horse can ascend into the heavens, especially with out a space suite. And even Elijah never returned when he was taken up into heaven. People are just not as gullible as they used to be.
