According to Drudge, CBS officials approved of Janet Jackson's flash before the show. The decision went all the way to the top of the network. It was a planned stunt.

Can you believe they approved this trash? I hope their ratings for the second half drop so much that they lose money after handing out refunds. I would also expect this to get some network brass fired!

The fines should be based on the size of the viewership, as well as the demographic breakdown. The FCC could use the network's own data to assess the fine.
