Yes it does and immigration policy is part of that power. Bush made a proposal to address out of control illegal immigration, it is now the job of Congress to pass or defeat the proposal. A completely constitutional process.

You know some one already pointed out that agencies like the NEA and NPR employ the wives and girl friends of the Washington elite. So all W is doing is scratching the back of a few "good ole boys" giving the gals something to do. But he sure pick the wrong agency. Conservative hate, loath the NEA. The NEA is a symbol everything conservative find wrong with government. To increase funding is bad, to do it in a major way, with a press conference is like telling conservative to go pound sand. Are you aware that the "size of government" has not changed one bit. In order to create for the Department of Homeland Security, they consolidated other agencies and used personnel from agencies that were no longer considered a priority. This fact is well documented and is a matter of Public Record.

As far as increasing spending, the budget was brought before congress for an 87 Billion $ increase to help fund the War. Other than that, the budget allotment for this year is the same.

Like I said, you make these ignorant statements without having a clue about what you're talking about. (You're not only hilarious, if you had a position of responsibility, you would be dangerous!)
