So should a leader put forth this crapola with the anticipation that another enity (Congress)will scrub it - - or does a leader put forth a program that protects & enhances Americans that can pass Congress? This proposal is not worth a 30 second thought. These trial balloons were a benchmark of the Klintoons. Why should this Cowboy incorporate their playbook? I say send all in Washington on the next 1 way voyage to Mars.

Possible "strategery"?: The President proposes fully expecting Congress to examine it minutely and allowing a dem partisan vote to ultimately scrub it, he looks compassionate and moderate (compared to the dem alternative), those opposing his proposal appear either heartless and/or extremist...election over, 2nd term begins. I sincerely doubt that conservatives will be changing their votes to a dem candidate, even if they do dislike the President's proposal.

W's a bright guy; but, every so often, he gets a bee in his bonnet and hauls off with something really stupid. Babbling about renewing the Assault Weapon ban was one of those stupid attacks. This slow-motion amnesty is another. We're all left hoping that the Republicans in Congress will stand between W these brain farts. (And counting on that pack of linguini-spined marvels for anything gives my the screamin' willies!) I suppose that they could come to the rescue and save W from himself, but they didn't when he went stupid over prescription drugs. Nor did they keep him from getting soft-headed over Teddy Kennedy's education bill. Nor did they prevent his Campaign Finance idiocy.
Like I said, W's a bright guy. He's spot on probably 90% of the time... But it's that 10% you have to worry about. A little stupid goes a long way.

They'll put this thing off until after the '04 elections. It'll be up to us to do the homework on our incumbents to see how they're likely to vote. In which case, we'll probably have to prepare to vote them out of office.
If Shrub gets in, it'll be a done deal!
Does anyone remember which site has a report card on our politicians to see how they voted on issues?
