Do you suppose that President Bush knew that he was proposing something he wnated to be discussed, discected and inspected by Congress? He is not King, or Dictator, so I suppose he put it out there for a debate. No?

As it should be. I guess Congress is useful for something every now and then. Kind of reminds me of the good old days of gridlock.

I guess Congress is useful for something every now and then. Got that right... Congress is the People's branch, and I don't believe the people like the President's idea. There was a time when Congress was the most powerful of the three branches (in practice, if not in theory).
