INCREASINGLY nervous New York Democrats, fearful they'll be on the outs if Howard Dean becomes their presidential nominee, are working on a secret "peace plan" to present to the candidate.
Party insiders told The Post that leading Democrats - including Hillary Rodham Clinton, state Party Chairman Herman "Denny" Farrell, Assembly Speaker Sheldon Silver and Attorney General Eliot Spitzer - have been discussing a plan to send a "unified delegation" to negotiate with Dean if he becomes the party nominee.
