Was it necessary for him to contact them personally to convey his position. No. His legal staff prepared inconsequential, and misdirected briefs to give the appearance of action, IMHO. These filings, when read between the lines, were the green light for that arm of the 'system' to move ahead.
Image is everything to a complacent self-absorbed public.

Robert from the extreme reaction Jeb Bush received "before" he decided to intervene, must surely give him a clue as to what the "deliberate" starvation of this girl WILL mean to his re-election. I don't normally condone civil disobedience BUT, in this case with not only the cruelty and deliberate murder of Terri, but they (the pro-murder) crowd will have kicked the door of nazi type euthanasia wide open. I would love to see that girl snatched from that dispicable "care"? facility and whisked away to another State or Country. Even Canada to my knowledge, does not condone this. It's not JUST the euthanasia aspect, the incredible corruption within the Legal system is astounding!!
