In answer to your two questions:
The people who support the anti-CFR ads can live anywhere in the world they choose. However, if they're asked to contribute $20 each to make the ad a reality, they MUST be American citizens.
I write a constitutional analysis once a month for the American Civil Rights Union. (Do not misread that as ACLU; it's nearly the polar opposite of them.) My next one will be on the McConnell decision. Normally, I don't reference those reports on the Internet to my friends on FR, because they are mind-numbing in their legalisms. This one, however, I will excerpt and post here for your interest, and all others.

A nation that cannot honor and adhere to its Constitution has no moral right to survive a war against terror. We are well beyond the time for revolution. I fear that Islamofascists are the friends of our offspring--those that will survive. They may be the toxin that kills the cancer of liberalism that is surely killing our country. Hopefully the surviving individuals will have knowledge of our founders and reinstitute a nation of the people, for the people, and by the people.

"I actually thought that Bush would veto this, but I was wrong. Although I don't agree, I do understand why he didn't (Daschle was running the Senate and threatening to hold up all legislation)."
Bush is the position to point out such tatics and make a plea the people. Something he has only done for purposes of war. If he really cared about all that is right then he would have done so. Of course he also would not have sealed the borders and refused unconstitution portions of the patriot act. He did not do so.
