The reason for the bugging hasn't been revealed. All we know is that there has been an investigation going on into Philadelphia government "pay to play" political favors for the past 2 years. Some of the Street family's financial records have been seized and several of Street's cronies have had their businesses raided. A GJ was convened a couple of weeks ago to hear evidence but the result of that has not been revealed.
There is speculation that the Philly press is sitting on a pile of reports which will go into print as soon as the election is over.

There will be a special Congressional election to fill the KY-06, now that Dr. Fletcher is the new Governor of KY. Isn't that a marginal district with Lexington. Please tell me that Scotty gun grabber Basler isn't going to try and make a comeback.

Aaaah, so apparently the lesson of the California Recall was "reports of spurious charges against Republicans backfired, so we'll use that as justification to not print any stories of actual potential criminal activity against a Mayoral candidate".
