Nineteen (recent) shootings along that Ohio highway are reported. The shooter is still at large. Story has been pretty much kept out of the national media. Populous Islamic centers (mosques) in Cleveland, Akron, and Kent. http://2muslims.com/directory/Mosques_And_Centers/United_States/Ohio/index.shtml

There must be some suspicion that this sniper is conducting a jihad operation in Ohio. The level of probability for this possibility can't be evaluated, I think, without more details. Such details are not being publicized.

Press Releases

Department of Homeland Security and Operation HOPE, Inc., Formalize Partnership in HOPE Coalition America

For Immediate Release
Office of the Press Secretary
January 21, 2004

WASHINGTON, DC -- The U.S. Department of Homeland Security (DHS) and Los Angeles-based Operation HOPE, Inc., signed a Memorandum of Understanding (MOU) today initiating a new financial advisory service to enhance the recovery process for those affected by natural disasters and national emergencies. The joint venture was established last November when thousands of Californians faced economic uncertainty as a result of the wildfires that devastated Southern California.

"The Department of Homeland Security and FEMA are committed to accessing every available public and private means to support those impacted by natural disasters and emergencies," said Secretary of Homeland Security Tom Ridge.  "Operation HOPE is one of the nation's leading efforts in promoting economic literacy, and we are pleased that these private sector leaders are making their expertise available to people in times of need."

Under the new agreement between Homeland Security's Federal Emergency Management Agency (FEMA) and HOPE Coalition America, disaster victims who contact FEMA following a Presidentally-declared disaster or emergency will be directed to HOPE Coalition America to receive free financial counseling.

"The United States has the world's strongest network of first responders to the immediate health, safety and infrastructure needs after disasters, and HOPE Coalition America will make it even stronger by working to address the economic and financial challenges of communities that are devastated by disasters," said John Bryant, founder of Operation HOPE and HOPE Coalition America. "Working in partnership with government, community, and the private sector, we will help restore the faith and rebuild the lives of families and small businesses who suffer economically from natural disasters and national emergencies."

HOPE Coalition America brings together senior executives and professionals from the financial services and legal industries, as well as higher education, social service and community development providers, to provide free, financial and economic counseling to those affected by natural disasters, national emergencies and economic disasters.

People affected by natural disasters or national emergencies can also contact HOPE Coalition America by calling (888) 388-HOPE or by visiting http://www.hopecoalitionamerica.org.

HOPE Coalition America HOPE Corps members will act as caseworkers, providing services that focus on general economic literacy and other finance-related issues. HOPE Corps members will also guide individuals through the process of maintaining or regaining control of their financial lives. HOPE Coalition America counseling services include:

Emergency Budget Counseling

Emergency Credit Management

Accessing Emergency Mortgage Assistance

Assistance with Working With Your Creditors

One on One Emergency Economic Counseling

Referrals to Government and Private Agencies

Economic Disaster Literacy

Assistance with Obtaining Copies of Destroyed Financial Documents

In addition, when disasters strike and presidential declarations are made, FEMA provides advisory services that include crisis counseling for those traumatized by the disaster, income tax assistance for filing casualty losses, and advisory assistance for legal, veterans benefits and social security matters.

HOPE Coalition America was created as a national emergency economic response initiative to provide "economic triage" to those affected by the tragedy of September 11, 2001.  HOPE Coalition America and its private sector, government and community partners have assisted more than 1,000 people from 125 cities in 35 states, and have provided one-on-one economic counseling to almost 700 people nationwide.

Operation HOPE is a national non-profit self-help organization working to bring economic self-sufficiency to inner-city residents. With more than $180 million in outstanding commitments from its 115 bank and corporate partners for homeownership and small business loans, $114 million in funded loans and over 575,000 customers served in economic literacy, education and related services, Operation HOPE is a national leader in providing economic empowerment tools and services.

HOPE Coalition America partners include Wells Fargo & Co., Hawthorne Savings Bank, SBC Communications, Saatchi & Saatchi Los Angeles, Mannatt, Phelps and Phillips, LLP, State Farm Insurance, Union Bank of California, Far East National Bank, Chrisman & Company, Clear Channel Outdoor, FleetBoston Financial, Kaiser Federal Bank, Imperial Credit//TLA Capital, Leo A. Daly, Israel Discount Bank, Pebble Beach Company, Premier Radio Networks, True Interactive, and the United Way of Greater Los Angeles.  Hope Coalition America is also endorsed by America's Community Bankers, Banco Popular North America, California Bankers Association, Citibank, Consumers Bankers Association, E* TRADE Financial, Harbor Bank of Maryland, Independent Community Bankers Association, Microsoft, New York Bankers Association, Oregon Bankers Association, The Hartford, Union Bank of California, and Wescom Credit Union.

On March 1, 2003, FEMA became part of the U.S. Department of Homeland Security. FEMA's continuing mission within the new department is to lead the effort to prepare the nation for all hazards and effectively manage federal response and recovery efforts following any national incident. FEMA also initiates proactive mitigation activities, trains first responders, and manages the National Flood Insurance Program and the U.S. Fire Administration.

Israelis, Palestinians to Climb Mountain

By EDUARDO GALLARDO, Associated Press Writer

SANTIAGO, Chile - Eight Israelis and Palestinians left Thursday on an expedition to climb an unnamed, unconquered mountain in Antarctica, vowing to show they can work together under difficult, dangerous conditions.

The two yachts carrying the six men and two women of the "Breaking the Ice" expedition sailed from Puerto Williams, a Chilean navy base 2,050 miles south of Santiago.

"I think we are setting a very good example on how different people can live and cooperate together," expedition leader Heskel Nathanial said as the expedition sailed off in good weather.

"We are determined to support and help each other," Nathaniel, an Israeli working in Germany for a real estate company, told The Associated Press by telephone.

Minutes before their departure, he received phone calls from former Israeli Prime Minister Shimon Peres (news - web sites) and Palestinian leader Yasser Arafat (news - web sites), Nathaniel said. He said Arafat invited the group to visit him after their adventure.

The four Arabs and four Jews plan to climb a mountain near the Bruce Plateau in Antarctica after sailing for 600 miles in some of the world's most treacherous waters.

The yachts are expected to take four days to sail from Puerto Williams to Antarctica, via the Drake Passage. Then, they will sail for another five days along the Antarctic coast to the area selected for the climbing.

Two of the Palestinians on the expedition spent time in Israeli prisons — one for attacking Israeli soldiers and another who was accused of terrorism. Two of the Israelis are former members of an elite commando unit.

The nonprofit group Extreme Peace Missions said it organized the 35-day expedition "out of a belief that overcoming physical obstacles by working together as a team toward shared goals can unite the Israelis and Palestinians."

The expedition is also sponsored by Israel's Peres Center for Peace and according to organizers has received support from Arafat, U.N. Secretary General Kofi Annan (news - web sites), the Dalai Lama and former Soviet leader Mikhail Gorbachev.

Peace Trek

Palestinians, Israelis team up in mission of hope
January 22, 2004

Ahandful of former enemies working in harmony won't end a virtual war between two peoples, but it can serve as a hopeful example.

One such point of light came from a remote, unnamed peak in Antarctica last week, where eight Palestinians and Israelis -- four Jews and four Arabs -- roped themselves together and climbed the 2,770-foot mountain. They showed that Palestinians and Israelis can work together in friendship and trust.

These eight were not particularly predisposed toward peace before the expedition, either. Two of the Palestinians spent time in Israeli prisons. One had attacked Israeli soldiers and another was accused of terrorist activities. Two of the Israelis are former members of an elite commando unit.

But what divided the eight faded as they sailed through 600 miles of some of the world's most dangerous waters and then trekked over the frozen terrain. During the climb, the six men and two women entrusted their lives to each other. They named the peak the "Mountain of Israeli-Palestinian Friendship" and issued a statement rejecting violence.

That won't stop the killing or tear down the West Bank wall that has itself become a symbol of lost hope. Nor will the climb change the fact that peace in the Middle East won't come without a just political settlement both sides can live with, or without more of the region's most scarce commodity: trust.

Still, four Jews and four Arabs, making their own uphill climb together, showed the world that peace is possible -- and very much worth fighting for.

A new report scheduled for release this morning warns that the issues posed by gene-altered insects are so complex that unless federal agencies begin now to design methods of oversight, the necessary rules may not be in place when scientists are ready to start releasing insects into the environment.

ARTICLE SNIPPET: "WASHINGTON — On what had been the eve of his widely expected acquittal, the trial of the second person charged by German authorities as an accomplice of the Sept. 11 hijackers was thrown into turmoil yesterday after prosecutors disclosed the existence of a surprise witness purporting to link Iran to the hijackings. The mysterious witness, who goes by the name Hamid Reza Zakeri and claims to have been a longtime member of the Iranian intelligence service, is said to have told German investigators that the Sept. 11 plot represented what one termed a "joint venture" between the terrorist group al-Qaida and the Iranian government."

Behind The News January 04, 2004
What the stars have in store for the Middle East…

As millions throughout the world welcomed the New Year, many were wondering what 2004 has in store for the countries of the region, so we at Albawaba took out our crystal ball from the basement, wiped the dust off of it and would like to share with you the main developments we "predict" will take place in the Middle East in the upcoming year.

According to astrological predictions, which we've gathered from various sources, 2004 will be a year of continuous regional tension, ups and downs, several dramatic political changes and even some bright lights shining from within the dark.

In the oil-rich Saudi kingdom, a terrorist attack or even several attacks will take place, most likely in the Riyadh region during the first half of the current year. There is also a chance that hidden elements will surface and try to challenge the royal regime, bringing about some sort of an Islamic uprising in the kingdom.
