Probably not realistic. The purpose of terrorism is to create terror.
If LA burned to the ground half of the state would think it a positive improvement in the state and most of the country would yawn.
It's the same reason San Francisco, Hollywood and East Los Angeles were never terror targets. Attacks on these locations simply wouldn't create terror and panic among the state's and the nation's citizens.
