After a federal court ruled in the Trump administration favor, President Trump said they will start pulling federal funding for so-called sanctuary cities. The ruling: The 2nd Circuit Court of Appeals in Manhattan ruled on Feb. 26 that the Department of Justice (DOJ) can cut funds for cities and municipalities that dont cooperate with ICE. It goes against any previous decisions by lower courts.

The comment you describe as “one of the dumbest statements ever posted on Free Republic” does indeed describe a strange scenario where RAT-governed cities or states fraudulently claim federal money earmarked for containing the coronavirus outbreak.
Now, before insulting a fellow FReeper, let’s think hard. Let’s try to remember everything we know about RAT cities and states and their elected officials.
Do they spend like drunken sailors? Yes.
Do they engage in vote fraud. Yes.
Do they practice identity politics and “divide and conquer” to return themselves to office, term after term. Yes.
Do they encourage dependency among the most vulnerable citizens. Yes.
In short, there is no kind of misfeasance, malfeasance, or nonfeasance that the elected officials of RAT cities and states do not engage in constantly.
While filing fraudulent claims for coronavirus money might seem far fetched, it doesn’t look so strange at all when you put it in context of the basic corruption and depravity of RAT city and state governments.
I’m not saying it’s going to happen. What I am saying is that it’s not outside the realm of possibility.

Fraud related to health care is a serious problem, Medicare immediately comes to mind.
That’s fine. They should all suffer the consequences of their actions. If the citizens don’t like it, they can vote differently.

Good point about Medicare fraud and thanks for responding to my post.
When I wrote my original post I was more concerned about advocating proper decorum on these threads than evaluating the possible consequences of DJT allocating so much money for coronavirus countermeasures.
But the more I mull over the post that a FReeper dismissed as stupid, the more I can envision RAT city and state governments finding ways to game the system.
I suspect DJT is aware of this threat and applications are going to be scrutinized. But as long as there are RATs, there will be massive corruption.
There is only one reason for unfettered wide-open immigration. DUmocrats need to import more 3rd world slaves since they’ve incarcerated or aborted much of their black constituency. When these cities can be sued for damages, the theft from their citizens will stop, DUmocrats will lose their base of support, and become irrelevant as self-reliance and entrepreneurship eliminate dependency.
