Congress is going to continue to be a real problem. It is to blame, entirely, for the fiscal mess we are in.

There are two aspects to "draining the swamp": 1) Veto a lot of (future) crap generated by Congress. 2) Persuade Congress to repeal a lot of (existing) crap. Any unknown doctrinaire big-L libertarian, if elected President, could do the former, but not the latter. This is where Trump comes in.

There are many of them out there. Unless one is a hermit, one deals with them regularly, although usually in inconsequential or routine transactions.
