Everyone who knows anything about the way organized crime and the Democrats knows that Obama wouldn't appoint Comey to his position in 2012 with leverage.
What does Obama have on James Comey?
Comey is no doubt a good man in private life but he clearly lacks moral courage and high level political smarts. I surmise that Comey was told, in effect, that for the FBI to recommend the indictment of the presumptive Presidential nominee of a major party would bring the FBI into severe discredit with a large slice of the US electorate. This would lead to his ouster and the agency’s restructuring in the next Congress, which would likely be run by the Democrats due to an anger driven spike in turnout.

That he went to Chicago law. That all his life he’s been another grafter in Fed world. Prosecutor here, HSBC there, legal advisor for this agency or that commission, and absolutely ZERO law enforcement experience.
He is in his mid 50s and wants his snout in the government trough a few more decades. Its simple.

Bureaucrats, like judges, are hesitant about getting involved in the political process (especially when it hurts the Democrats).
They're afraid of provoking some kind of massive reaction or backlash if they rule one party's candidate out of the race or strike down a recently enacted piece of major legislation.
So they punt and let somebody else have the responsibility of deciding.

Long term, assuming that $hitlary loses, Comey is going to come out of this a hero (and, NO, I’m not related to him, I’m not a friend or acquaintance, I don’t work for him, nor does anyone I know).

No down side for us but if you’re Comey and you have this information he had to think about his life and those of his loved ones...
Among other things Comey said in his runup to the conference was this:
“They (POTUS and AG) do not know what I am about to say.”
And yet Obama was out campaigning the same day with Hillary. The president knew, all right. That guy would never take the chance of flattering the heck out of Hillary, which he did, and letting her use the presidential seal, which he did, if he didn’t know the outcome.
Occam’s Razor. The simplest explanation is most likely the correct one.
Comey took an extraordinary path to reveal Hillary’s lies, knowing that AG Lynch and POTUS would not only not indict, but would also squelch the details of the lies.
Comey was telling a lawyerly truth: They did know he would not recommend a criminal disposition. They didn’t know his exact words. He screwed em.
And, in return, his days will be numbered as FBI chief.
Probably right.
Comey made a VERY smart move when he made his announcement:
1. This was his one and only legitimate opportunity to speak about this issue on his own, and he got in front of Lynch, whom he knew would simply “no comment” the media and sit on the investigation and any recommendations made in private if Comey had simply made a simple announcement that the FBI had turned their investigation over to Lynch and now the ball was in her court.
2. He was able to totally trash Hillary, officially contradicting her many lies she made about her email. Essentially, in a rational world, Comey’s statement should effectively end Hillary’s chance of winning the Presidency.
3. He inoculated himself from being fired.
4. He knew he would soon be “forced” to give additional information in a Congressional hearing, free from influence by Lynch or Obama.
5. And here’s the kicker: if an indictment had been recommended (which Comey and everyone else knows would go nowhere anyway), then NO information at all about the investigation could be released by anyone at the FBI or DoJ. None.
