Catching every single criminal of any category of crime can be considered "impractical"... but you are expected to do everything you can to try. It is impractical to say you are going to catch and prosecute every burglar in this country, or every car thief in this country.
Those tasked with enforcement of certain laws need to be given the resources to to do the best job they can, and the legislators should work with the enforcers to to make their best effort to catch and deport every illegal invader possible.
I think it isn't near as impractical as Dr. Carson says it is.
If Dr. Carson does not feel he is up to the task, then he needs to step aside and back someone that is ready to do his Constitutional duty.

Well, Doc, the medical profession is never going to treat and cure everyone, either. It's just impractical. Maybe all the other doctors should also retire.
And law enforcement will never catch all the criminals, and the court system will never convict all the guilty, etc.
Just stop it all and save a lot of effort and money.
