I think the bush-Romney rivalry is being staged in an attempt to get the populace riled up and to bleed off a lot of money from the conservative candidates, plus, the GOPe establishment types get a lot of coverage from the MSM, giving more bang for the buck, not to mention the news coverage from a faux rivalry.
The duo will probably team up on a ticket in a pre-arranged deal should one of them win.
Remember, the RINOS are much more afraid of the Tea Party types, and a good “fight” might up their conservative creds in some circles.

The RINOS would rather give Obama a third term than see a Tea Party candidate elected.
That won’t work in my opinion. Romney had a hard time exceeding 30% in earlier primaries. The other 70% voters opted for somebody else until Romney gathered enough delegates to become inevitable. What will work is ONLY ONE conservative candidate running after South Carolina primary. But can conservatives squelch their ego’s and unite?
I continue to believe that Romney was a place holder for Jeb to run in 2016.I greatly fear he will be elected. This will give the Bush CIA dynasty a highlight in American Presidential History.
