EL CAJON – The city could crack down on cigarettes and liquor with a series of new ordinances up for consideration in coming weeks.

Carrying an unopened beer and smoking in city parks would be illegal under the proposed new laws. In addition, the city's only adult bookstore might be looking for a new home if the City Council adopts a strict new adult entertainment law similar to county regulations enacted last year.

City Councilman Gary Kendrick proposed the laws at a meeting Tuesday and the council unanimously directed City Attorney Morgan Foley to draft the ordinances. Kendrick said he expects the council to consider the proposals in about six weeks.

It's already illegal to drink alcoholic beverages in city parks, and smoking is illegal within 25 feet of playgrounds, but Kendrick says that's not enough to "protect the children."

City Manager Bill Garrett said the El Cajon Police Department initiated the push to extend the alcohol ban to include sealed containers.

Kendrick said officers frequently encounter people in parks with sealed containers. Once the officers leave, the people consume the drinks.

"I want to make El Cajon as family-friendly as possible," Kendrick said. "The primary purpose of local government is public safety."

Kendrick also said he wants the council to adopt an adult entertainment ordinance similar to a county law he helped write.

The new law would contain an abatement clause that would limit the amount of time an adult bookstore can operate in an area designated for redevelopment, such as downtown.

The F Street Bookstore, the only adult entertainment business within city limits, then could be forced to move, Kendrick said.

He helped with the county law that restricts adult-entertainment businesses to industrial and manufacturing zones. That law also stopped a strip club from opening on county land just north of El Cajon last year.

The county policy bans nudity, direct tipping of strippers, lap dances and touching between patrons and performers in nightclubs.

The city of San Diego revised its law governing strip clubs a little more than two years ago. On Wednesday, three San Diego City Council members had their offices searched by federal agents as part of a probe into that city's regulations of adult entertainment.

Whether they know it or not, it's not clear to me who really gives a sh*t. People have been drinking beer in parks ever since there have been parks. A little discretion is appropriate, but it's no big deal.
