Currently about one of every four cigarettes in international trade is smuggled, cheating governments out of some $20 billion to $30 billion a year in tax revenues, Yach said.

All I have to say is, they have been spending billions of $ and some 40 years trying to stop smuggling of illegal drugs, and they still only catch 2% of it....... Good luck WHO.

I can't wait for the day some company manages to develop a truly "smokeless" cigarette that gives all the flavor of regular cigs, but contains no nicotine, causes no heart or lung problems, and generally is of no more harm to you than the average banana. Every kid in the world above the age of 10 or so will pick up the habit, because we all know smoking is cool; the packs will be untaxable because they'll contain no tobacco; and basically every socialist and nanny state advocate will absolutely go out of their minds with rage.

This is ludicrous. The governments have made smoking darn near illegal, which creates the black market that these idiots are whining about, which deprives them of revenues, that they want to use for anti smoking campaigns????? They are all insane.
