California: Republicans force Anti-SUV bill to be sent to governor

Just heard a live interview with Republican Bill Campbell on KFI AM 640 in Los Angeles. He reported that the Republicans in the legislature have forced anti-SUV bill AB1493 to governor Davis' desk. This gives Davis 12 days in which to sign or veto the bill. Democrats in the legislature had been bottling up the already-passed bill in order to head off a potential initiative challenge from opponents. Had they succeeded in delaying passing the bill to Davis until the legislature adjourned, opponents would not have had enough time to gather the 420,000 signatures necessary to get a recission initiative on the November ballot, and would have had to wait until March of 2004. There may still be insufficient time, but this move by Republicans may give opponents enough leeway to mount a successful signature-gathering campaign. Democrats want to keep the initiative off the November ballot because those pushing it are sure to mount a vigorous campaign, and Democrats think that it will damage Davis' chances at reelection, as well as their own electoral prospects.

This article and its thread is long on bravado and short on facts.

Just how did a small minority in the legislature convince a large majority to back down from a sound plan...and don't say "public outcry when the truth is exposed".

The truth or a "public outcry" hasn't stopped the Democrats thus far.

I will indeed be interested in the details. But the Republicans do not totally lack leverage. For example, there's a budget battle going on that requires a 2/3 majority, and so far the Dems have been unable to peel off the 4 Republicans they need (or even to hold their own troops entirely in line). If the Republicans started boycotting Assembly floor sessions because they claimed the Democrats were violating the rules of the Legislature, that would deflect criticism that they were to blame for blocking a new budget. Democrats are already getting flack for the underhanded manner in which they passed AB 1493, and stalling it is not helping them PR-wise. There are other, more subtle, pressures the Republicans could apply.

Democrat State Senators and Assembly Members have gerrymandered themeselves into safe seats, so an AB 1493 referendum won't threaten their re-election hopes. Besides, when it comes right down to it, Democrat legislators simply don't like Gray Davis (John Burton has been famously feuding with Davis for years). Protecting Davis has it limits, and Wesson has already taken heavy flack for removing Assembly Member Dean Florez from his position as chairman of the Joint Legislative Audit Committee following the Oracle scandal hearings.

So this news is not implausible.

The bill will affect everyone, no matter what kind of car he or she drives. Two of the California Air Resources Board's recommendations (thus far) include a 50-cent-per-gallon gas tax and a 2-cents-per-mile-driven tax. That encompasses all passenger vehicles.

If this can make the November ballot and a respectable campaign is mounted Duffus is not only toast but we could conceivably make some major gains in the Assembly and Senate.

At this rate, Simon won't have to mount much of a campaign. Just keep his mouth shut and let Governor Doofus self-destruct.

If I am not mistaken, "John and Ken" are the same "John and Ken" who had a very popular radio show in New Jersey about twelve years ago, and who were instrumental in the tax revolt which ultimately resulted in the ousting of the liberal Democrat incumbent, Jim Florio, when he ran for reelection as governor. He lost to challenger Christie Todd Whitman.

I hope they are as effective in California as they were in New Jersey.
