This bill could not be enacted in the normal manner. The bill was originally written as AB 1058 and when AB 1058 ran into opposition AB 1493 had the language changed to reflect the verbage of AB 1058 and was quickly shephered through the senate, in the dead of night, over a weekend. The Assembly approved it on Monday by a single vote majority.
If the original bill was any good why the need for deception?
What AB 1493 does is to give control of my life to a bunch of politicaly appointed hacks ( liberal ) that I can't vote out of office.

Here's the bottom line.
The gases that this legislation wants to reduce are the same gases produced by human respiration and are the natural products of the combustion of substances containing carbon in the presence of oxygen.
The only way to reduce these emissions is to reduce the volume of emissions being generated. This means either reducing engine RPM or the size (displacement) of the engine.
Effectively this legislation reduces the size (displacement) and available power produced by conventional engines.

If Davis signs this bill - he will have just admitted he does not think he can win in November. That's fine with me! As soon as Bill Simon gets into office and also has a repub statehouse (which is very likely since a lot of dems are going to term limit out very soon), the repubs can get rid of that piece of garbage legislation.

Another junk bill based on junk science. Californians deserve what they get for voting these morons into office. Their goal is nopthing less than to destroy capitalism and bring us all back to the candlelit stone age.
