Just 18 months ago, when Washington was predicting $5 trillion of budget surpluses over the next decade, it seemed that no matter how fiscally reckless Congress became, there was no way that the surplus could be squandered. Wrong. This is an OUTRAGE of gargantuan proportion.
Who do we hold accountable for this?!!

Now you've done it. You've posted an article which could be construed as attacking President Bush. The bushbots will be here in a minute to flame away. "It's clear this guy is a some democrat-shill writing for a left-wing group....Uh wait a minute...this guy is a Cato Institute researcher....Well, evidently the Cato institute doesn't understand WE'RE AT WAR. We have to win in 2004, doesn't he understand? Compromises have to be made so we can win re-election....blahblah..."

His first-year budget was laudatory: It would have trimmed federal spending to a reasonable 4 percent spending [growth] path,"Reasonable"? That's still as high as or higher than the inflation rate. So much for smaller government.
The Republican Class of '94 (many or most of them) have simply caved-in to what the Dems have known all along: Re-election is Job #1, and pork buys re-election.

BTW: The term "Bush-bots" just begs for a graphic. I wish I could post one myself, but I am one of those "special" people who doesn't know how to post graphics, let alone design one.

... Congress can't appropriate a single penny without the president's signature. Article 1 Section 7 of of the Constitution seems to a different opinion on the previous statement.

Thisa reminds me a something I saw a while ago about our two politcical parties.
Democrats: The "Tax and Spend" party
Republicans: The "Don't Tax and Spend" party
Maybe we need a third choice.
