Yes, the liberals will howl, but they will get no traction with the media. This is big, big news. Bush is a fighter who can keep a low profile to avoid being tagged as "partisan" by the electorate.

Bush Makes Recess Appointment to SEC Excerpt:
Bush appointed Cynthia A. Glassman, a principal at the Big Five accounting firm Ernst & Young. She worked at the Federal Reserve Board from 1977 to 1986 as economist and senior economist and in other positions.
He also reappointed Isaac C. Hunt Jr., a Democrat appointed to the SEC by former President Clinton in 1996.
Bush made the appointments just a day before the opening of the second session of the 107th Congress.
In other recess appointments Tuesday, Bush named:
_Deborah Matz and JoAnn Johnson to the board of the National Credit Union Administration.
_William B. Cowen and Michael J. Bartlett to the National Labor Relations Board.

I wonder if Cynthia Glassman is related to James Glassman, author of DOW 36,000 and an economist with Barron's (I think).
He also hosted a version of Crossfire on a Sunday night for a few months.

He did make those appointments, and the fact that you didn't hear any liberal howls shows how little traction the liberals have on this issue. That's why the second wave of recess appointments will be seen as old news by the electorate.
