I the recess appointments are good for only a year. After that time, the Senate must reject or approve them. (I think)

Good. This was really Bush's only choice. Nobody wants to do this, but the Democrats weren't even going to give them a hearing. A President has the right, within certain legal and moral limits, to appoint whom he wishes to serve in his government.

Recess appointments--they can stay on until the end of the next Senate session. Unless their name is Bill Lan Lee. Then they get a lifetime appointment. He's still in there on his recess appointment from 4 years ago if memory serves me right.
