A resolution asking Congress to propose an amendment is worthless. Had the states wanted to do something about this (bogus) issue, they could have passed a resolution demanding "A Convention for Proposing Amendments...as Part of This Constitution". That would have been a horse of a different color.

Is there an approach they could take with this unanimous resolution that could equate, or translate, with the call for a convention to amend the constitution?
