Is there an approach they could take with this unanimous resolution that could equate, or translate, with the call for a convention to amend the constitution?

Absolutely not. The wording must be in the form of an application to Congress for a Convention for Proposing Amendments under Article V, otherwise it is not valid for that purpose. These "advisory" resolutions from the states are a way for politicians to go on the record in favor of patriotism without doing anything substantive.
