The FBI doesn't let this kind of information "leak out" unless they have a strategic reason for it
I agree. Perhaps they are trying to cause some kind of 'movement' by the ones observed?

No the FBI since J Edgar Hoover left has an unbroken record of incompetence believe me they could let it leak out.
