I had often in the past, jokingly, said in the past that if the Rats had the choice of nuking New York and being in power for the rest of their lives or saving New York and never having power for the rest of their lives that I wouldn't want to live in New York.

I'm still pretty sure that's true though the joke doesn't seem so funny anymore. The thing you must always understand about Rats is that power is all that matters to them. They will do, literally, anything to achieve it. If that means destroying the entire country to acquire power, they would do it, because it is all they live for.
