So, I'm thinking of a video about a minute or so in length:

Video: Open to an eagle flying high up in the sky.
Voiceover: "America is hunting down the terrorists who murdered thousands of innocent people as they went about their work in New York and Washington DC on September 11th, 2001. These same terrorists have made repeated attempts to destroy American lives, including a previous attempt to blow up the Trade Center in New York back in 1993, and the bombings of the US embassies in Kenya and Tanzania where more American lives were lost."
Video: Pan to the ground where varios animals, deer, bear, coyote, cougar, etc. are pictured as if being eyed by the eagle.
Voiceover: "America is not after just anyone, we are patiently hunting down a specific group -- a large group -- of international criminals who sneak around and have commited their lives to terrorizing the innocent. We want to find them without causing harm to others. A good hunter watches patiently..."
Video: Eagle swoops down and catches a rat in its claws.
Voiceover: "... and always gets what he goes after. America is striking back at the terrorists at the right opportunities."
Video: Closeup of eagle head as it again eyes the ground.
Voiceover: "We are hunting down the terrorists in their own territory and here in America. It will take some time to identify all the targets. America is patient, America is vigilant, America is strong. Together, we will destroy the terroists who would destroy our home."
Video: Pan back at the last sentence to show the eagle flying over some beautiful American landscape.

Note the multiple use of the word patient. It is intended to be the primary point, illuminated against the background of the hunting metaphor for our mission. Stock wildlife footage is necessary to produce this on any kind of a reasonable budget. Let me know if anyone is interested. I'll see what I can come up with if we can get a budget together. Needs music too.
